Schools Not In School Improvement Under Illinois’ Transitional Definition
School 1: Third graders meeting the reading standards: 1996: 41% 1997: 23%
School 2: Third graders meeting the reading standards: 1996: 36% 1997: 22%
School 3: Third graders meeting the reading standards: 1996: 21% 1997: 18%.
Allowing Illinois to implement a compensatory model with a goal of 50% of the students meeting the standards sends a clear message: If your school is doing marginally better in math, social studies, writing, or science, whether or not your students can read doesn’t matter. This clearly is not what Title I intended.
