DEPARTMENT OF EDUCATION PROPOSES ADDITIONAL TITLE I REGULATIONS


COMMENTS DUE SEPTEMBER 5th



            The U.S. Department of Education has published its proposed regulations for Title I, Parts A through E. Comments are due by September 5th.


            The proposed regulations cover a wide range of important topics – such as adequate yearly progress, schoolwide programs, school and district improvement and accountability (including the new provisions for supplemental services and public school choice for students in low-performing schools), qualifications of teachers and paraprofessionals, fund allocations to districts and schools, programs for migrant students, etc. This package does not include the regulations for standards and assessments, for which the final regulations were issued on July 5th. (And, unlike the regulations for standards and assessments, these proposed regulations did not first go through “negotiated rulemaking.”)


            The proposed regulations are available on line in the August 6th Federal Register (in a typeset PDF version - 42 pages).             Given the length of the proposed regulations, it will take us some time to analyze them and draft comments. Both tables of contents are posted as a PDF file.)
